Permanent Residency Change Overview:
The SDR 2008 reporting instruction for Citizenship and Permanent Residents is changing and sites are required to list the Country of Origin in the Citizenship field and not select Permanent Resident as they currently do, i.e. NZ Permanent Resident value is no longer a valid citizenship value. However the sites still need to record for their own purposes that the student has permanent residency in New Zealand, so we are going to implement a separate flag to record whether a student is NZ Permanent Resident in addition to the Citizenship values.
This Permanent Residency change that needs to be implemented, affects the ‘Live Form’, ‘Student’, ‘Study Contract’ and ‘NSI Interface’ sections of the system (Artena).
The following section gives the background of the impact of the permanent residency change on the ‘NSI Interface’:
At the moment on the NSI web-site, the ‘Residential Status’ values are as follows:
· Australian Citizen
· Citizen
· Overseas
· Permanent Resident
· Unknown
Based on these values the values in the NSI Online Interface (in Artena) are as follows:
· AUS
· NZL
· O
· NZP
· U
Things SMSS is planning to implement:
1. Live Form:
In the Live-form, under ‘Citizenship Details’ tab, add the NZ Permanent Resident flag and remove the NZ Permanent Resident radio-button, so that the users can specify whether a student is NZ Permanent Resident and also specify the Citizenship value for the student. Also, maintain the association between the NZ Permanent Resident flag and the check-box (Permanent Residence), under ‘Office Use Only’ tab.
2. Student:
In the ‘Citizenship’ tab under Student, add the NZ Permanent Resident flag. Also the drop-down box for citizenship is independent of this flag, so that the users are able to select a citizenship and also specify whether a student is a NZ Permanent Resident. This behaviour would be the same as in ‘Live Form’.
3. Study Contract:
There is a validation check in the Study Contract section, stating that the “Student Citizenship not NZL, NZP, AUS …”. This validation will be modified so that it checks for the new NZ Permanent Resident flag.
4. NSI Interface:
4.1. When sending data across to NSI, in the NSI Online Interface set the ‘Citizenship’ value to ‘AUS’ IF:
· The student is an Australian citizen.
4.2. When sending data across to NSI, in the NSI Online Interface set the ‘Citizenship’ value to ‘NZL’ IF:
· The student is a New Zealand citizen.
4.3. When sending data across to NSI, in the NSI Online Interface set the ‘Citizenship’ value to ‘O’ IF:
· The student is not AUS or NZL citizen.
· The student is not a NZP.
Note: In the current release of the system (Artena), this is not implemented. However, the sites can select a value from the ‘Citizenship’ values in the NSI Online Interface to ‘O’ if required.
4.4. When sending data across to NSI, in the NSI Online Interface set the ‘Citizenship’ value to ‘NZP’ IF:
· The student is a NZP. We perform the check against the new NZ Permanent Resident flag; if it is checked then we set the ‘Citizenship’ value to ‘NZP’.
· The student is not AUS or NZL citizen.
Note: In the current release of the system (Artena), this is not implemented. However, the sites can select a value from the ‘Citizenship’ values in the NSI Online Interface to ‘NZP’ if required.
4.5. When sending data across to NSI, in the NSI Online Interface set the ‘Citizenship’ value to ‘U’ IF:
· The student has an unknown citizenship.
· The student is not a NZP.
Note: In the current release of the system (Artena), this is not implemented. However, the sites can select a value from the ‘Citizenship’ values in the NSI Online Interface to ‘U’ if required.
4.6. When receiving data from NSI and updating it into the system (Artena), if the student residential status is received as NZP:
The NZ Permanent Resident flag will be checked AND the citizenship value will be set to unknown, EXCEPT:
4.6.1. Where the citizenship value in Artena is already NZL or AUS. In this case, the NZ Permanent Resident flag will not be checked and the citizenship value will not be changed.
4.6.2. Where the citizenship value is another overseas citizenship other than NZL or AUS. In this case, the NZ Permanent Resident flag will be checked and the citizenship value will not be changed to ‘Unknown’.
Note: In the current release of the system (Artena), this is not implemented. The sites would have to make sure that if they do receive ‘NZP’, they set the ‘New Zealand Permanent Resident’ flag and also specify the appropriate ‘Citizenship’ value for the student.
4.7. For the Batch operations we would follow the same rules as the NSI Online Interface.
