After further discussion with MOE and sites around error 542, the following resolution has been proposed:

SMSS would write a script to modify the course completion file extraction process for this December SDR.  It would look for instances where student is type D and include all academic results (including type B) for that person.  The script would also include results in the course completion file where student has multiple type B enrolments, whose EFTS total to .03 or greater and need to be reported.  There are some other minor business rules which also apply and were mentioned in my previous group email.
